Deal struck for world's biggest marine reserve in Antarctica

function and to understand the impacts of climate change on the ocean
(AFP Photo/Rodrigo Arangua)

Sydney (AFP) - The world's largest marine reserve aimed at protecting the pristine wilderness of Antarctica will be created after a "momentous" agreement was finally reached Friday, with Russia dropping its long-held opposition.

The deal, sealed by the Conservation of Antarctic Marine Living Resources (CCAMLR) at an annual meeting in Hobart after years of negotiations, will see a massive US and New Zealand-backed marine protected area established in the Ross Sea.

It will cover more than 1.55 million square kilometres (600,000 square miles) -- roughly the size of Britain, Germany and France combined -- of which 1.12 million square kilometres will be a no fishing zone.

"The proposal required some changes in order to gain the unanimous support of all 25 CCAMLR members and the final agreement balances marine protection, sustainable fishing and science interests," New Zealand Foreign Minister Murray McCully said.

"The boundaries of the MPA, however, remain unchanged."

'Just the start'

The Ross Sea is one of the last intact marine ecosystems in the world, home to penguins, seals, Antarctic toothfish, whales and huge numbers of krill, a staple food for many species.

It is considered critical for scientists to study how marine ecosystems function and to understand the impacts of climate change on the ocean.

Moscow was the last government opposing the move, largely due to concerns over fishing rights, after China offered its support last year.

"We had a lot of talks with them. Secretary (John) Kerry reached out to Russian President (Vladimir) Putin and (Foreign Minister Sergei) Lavrov and I think that helped a great deal to convince Russia to come on board," Evan Bloom, head of the US delegation at the meeting, told AFP.

"This decision is very important not just for the Antarctic but for efforts to promote world marine conservation."

Moscow has signalled more commitment to conservation in recent times, designating 2017 as the Year of Ecology. It moved in August to significantly increase the size of a protected zone around Franz Josef Land in the Arctic.

While the Ross Sea plan got the go-ahead, time ran out at the meeting to reach agreement on a second proposed protected area -- the Australia and France-led East Antarctica sanctuary covering another one million square kilometre zone.

Both reserve proposals have been on the table since 2012 with CCAMLR -- a treaty tasked with overseeing conservation and sustainable exploitation of the Antarctic Ocean, also known as the Southern Ocean.

Consensus is needed from all 24 member countries and the European Union.

A third German-proposed plan is also in the works to protect the Weddell Sea, which extends from the southeast of South America over an area of some 2.8 million square kilometres.

"For the first time, countries have put aside their differences to protect a large area of the Southern Ocean and international waters," said Mike Walker, project director of the Antarctic Ocean Alliance, calling the outcome "momentous".

"Although there was not a decision on the proposed protection of the Weddell Sea and the East Antarctic this year, we are confident that these areas will be protected in the coming years, adding to the system of marine protected areas in the Southern Ocean."

The Ross Sea is named after British explorer Sir James Ross and his great, great, great granddaughter Phillipa Ross said the family was thrilled it was safeguarded.

"The Ross family are euphoric that our family legacy has been honoured in the 175th anniversary year since James first discovered the Ross Sea, thanks to the individuals and organisations who have poured their hearts and souls into campaigning for its protection," she said.

It culminates years of pressure by conservationists, including a campaign by the global civic movement Avaaz which was kickstarted by Hollywood superstar Leonardo DiCaprio.

"There’s massive momentum in the world right now to protect our oceans," said Avaaz campaign director Luis Morago. "The Ross Sea is just the start."

Jakarta. A new facility has been introduced in Indonesia that will be used to promote economic development to stimulate green growth and improve rural livelihoods.

The Tropical Landscapes Finance Facility, consisting of a loan fund and a grant fund, aims to achieve climate targets set under the Paris Agreement. It will make public funding available to finance renewable energy production and sustainable landscape management.

"This ground-breaking and innovative financial platform, a world first, can transform the lives and livelihoods of millions of Indonesians in rural areas that deserve it the most," Tropical Landscapes Finance Facility steering committee chairman Dr. Kuntoro Mangkusubroto said in a statement on Wednesday (26/10).

Through sustainable production of agricultural commodities, the facility will scale up investment in renewable energy to assist the rural poor.

The Ministry of Environment and Forestry fully backs the facility as it falls in line with Indonesia's sustainable development aspirations.

"The Indonesian government realizes that we can only achieve the sustainable development goals through holistic policies, such as integrated landscape management," Coordinating Economic Affairs Minister Darmin Nasution said. "The facility aims to improve smallholder productivity while at the same time conserving our natural environment."

Along with the facility's steering committee, French bank and financial services company BNP Paribas and multinational investment manager ADM Capital will manage the loan fund.

"By joining in a partnership with the Tropical Landscapes Financing Facility in the capacity of capital markets and structuring adviser, BNP Paribas will help create innovative and collaborative financing mechanisms to bring private capital at scale and with good governance and risk management principles to fund long-term sustainable development projects," BNP Paribas Indonesia chief executive Luc Cardyn said.

The facility's secretariat will be managed by the United Nations Environment Program.

"The facility will trigger progress across several sustainable development goals, including saving the climate, protecting biodiversity and fostering renewable energy," UN Assistant Secretary General Elliott Harris said.

“…  4 - Energy (again)

The natural resources of the planet are finite and will not support the continuation of what you've been doing. We've been saying this for a decade. Watch for increased science and increased funding for alternate ways of creating electricity (finally). Watch for the very companies who have the most to lose being the ones who fund it. It is the beginning of a full realization that a change of thinking is at hand. You can take things from Gaia that are energy, instead of physical resources. We speak yet again about geothermal, about tidal, about wind. Again, we plead with you not to over-engineer this. For one of the things that Human Beings do in a technological age is to over-engineer simple things. Look at nuclear - the most over-engineered and expensive steam engine in existence!

Your current ideas of capturing energy from tidal and wave motion don't have to be technical marvels. Think paddle wheel on a pier with waves, which will create energy in both directions [waves coming and going] tied to a generator that can power dozens of neighborhoods, not full cities. Think simple and decentralize the idea of utilities. The same goes for wind and geothermal. Think of utilities for groups of homes in a cluster. You won't have a grid failure if there is no grid. This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much.

Water

We've told you that one of the greatest natural resources of the planet, which is going to shift and change and be mysterious to you, is fresh water. It's going to be the next gold, dear ones. So, we have also given you some hints and examples and again we plead: Even before the potentials of running out of it, learn how to desalinate water in real time without heat. It's there, it's doable, and some already have it in the lab. This will create inexpensive fresh water for the planet.

There is a change of attitude that is starting to occur. Slowly you're starting to see it and the only thing getting in the way of it are those companies with the big money who currently have the old system. That's starting to change as well. For the big money always wants to invest in what it knows is coming next, but it wants to create what is coming next within the framework of what it has "on the shelf." What is on the shelf is oil, coal, dams, and non-renewable resource usage. It hasn't changed much in the last 100 years, has it? Now you will see a change of free choice. You're going to see decisions made in the boardrooms that would have curled the toes of those two generations ago. Now "the worst thing they could do" might become "the best thing they could do." That, dear ones, is a change of free choice concept. When the thinkers of tomorrow see options that were never options before, that is a shift. That was number four. ….”

“... Japan

Let us talk for a moment about Japan, and then I'll close the day of messages. There are thousands of souls on my side of the veil and they're just fine, more than fine. We have spoken so often of what happens at the Wind of Birth. I told you, before they even came in, they saw the potential. I looked in their eyes. "You may not last long. You know that, don't you? You're coming into this planet and you may not be here very long. And the passing that you will have with your family will not be pleasant, if any ever are. Why would you come in anyway?" I want to tell you what they said. When a soul has the mind of God, it understands fully what generates peace and what generates energy shift. You can clearly see what generates what the planet needs the most when you are about to arrive. So they said, "We're going to be part of one of the biggest compassion events the planet has ever seen." One earthquake, one tsunami. All of those who left that day will change the earth forever. And it already has. It was the same for the last tsunami as well.

Every single one of them on my side of the veil is getting ready to come back. Many old souls were involved, and just for a moment, if they could give you any information, if they could talk to you right now, if they could speak your language and look into your eyes, they would thank you for your compassion for them and those who are left. And they would say, "Be with those family members who are still alive. Enter their hearts every day and give them peace and keep them from crying, because we're OK."

Nuclear Power Revealed

So let me tell you what else they did. They just showed you what's wrong with nuclear power. "Safe to the maximum," they said. "Our devices are strong and cannot fail." But they did. They are no match for Gaia.

It seems that for more than 20 years, every single time we sit in the chair and speak of electric power, we tell you that hundreds of thousands of tons of push/pull energy on a regular schedule is available to you. It is moon-driven, forever. It can make all of the electricity for all of the cities on your planet, no matter how much you use. There's no environmental impact at all. Use the power of the tides, the oceans, the waves in clever ways. Use them in a bigger way than any designer has ever put together yet, to power your cities. The largest cities on your planet are on the coasts, and that's where the power source is. Hydro is the answer. It's not dangerous. You've ignored it because it seems harder to engineer and it's not in a controlled environment. Yet, you've chosen to build one of the most complex and dangerous steam engines on Earth - nuclear power.

We also have indicated that all you have to do is dig down deep enough and the planet will give you heat. It's right below the surface, not too far away all the time. You'll have a Gaia steam engine that way, too. There's no danger at all and you don't have to dig that far. All you have to do is heat fluid, and there are some fluids that boil far faster than water. So we say it again and again. Maybe this will show you what's wrong with what you've been doing, and this will turn the attitudes of your science to create something so beautiful and so powerful for your grandchildren. Why do you think you were given the moon? Now you know.

This benevolent Universe gave you an astral body that allows the waters in your ocean to push and pull and push on the most regular schedule of anything you know of. Yet there you sit enjoying just looking at it instead of using it. It could be enormous, free energy forever, ready to be converted when you design the methods of capturing it. It's time.

So in closing, do you understand what you're seeing? You're seeing intelligent design, quantum energy and high consciousness. You are seeing changes in Human nature. You're seeing countries putting things together instead of separating. You are seeing those who don't want war and instead want peace, good schools for their children, safety in their streets and a say in their government. We told you it was going to happen this way. I want my partner to teach these things that I have said in his 3D lectures for awhile. Many won't be able to know these things otherwise.  …”

Opposition to nuclear energy grows in Japan

Opinion polls show the Japanese people oppose nuclear plants going back into operation. It underlines the scale of the problem facing the government in convincing everyone that it's safe. Julian Ryall reports from Tokyo.

Deutsche Welle, 21 Oct 2016

Before October 16, Ryuichi Yoneyama had contested four regional elections and been soundly beaten each time. Now, however, the 49-year-old qualified doctor and lawyer is to be sworn in as governor of Niigata Prefecture after defeating a candidate who had the backing of the ruling Liberal Democratic Party (LDP) and was considered the firm favorite.

Yoneyama worked hard for his victory over Tamio Mori, a former bureaucrat with the construction ministry, but when the voters stepped into the voting booths there was a single issue that occupied their minds.

Mori and the LDP want to restart the world's largest nuclear power station, the sprawling Kashiwazaki-Kariwa plant, which lies on the prefecture's coast. They insist that as Japan moves towards the sixth anniversary of the March 2011 earthquake and tsunami that crippled the Fukushima Dai-Ichi nuclear plant, triggering the second-worst nuclear crisis in history, new safety measures have been implemented that ensure the same thing could not happen in Niigata.

The voters did not agree, with 528,455 supporting Yoneyama's pledge to not grant approval for Tokyo Electric Power Co.'s (TEPCO) Kashiwazaki-Kariwa plant to be restarted. In comparison, 465,044 voted for Mori.

Nationwide opposition

Those figures are broadly replicated across Japan, with a poll conducted by the Asahi Shimbun newspaper on October 15 and 16 determining that 57 percent of the public is against the nation's nuclear power plants being restarted, and just 29 percent supporting the resumption of reactors that have nearly all been mothballed since 2011.

At present, only two of the nation's 54 reactors have been restarted - and that after much wrangling through the courts after local residents and environmental groups expressed their opposition.

Nevertheless, a report issued by the Institute of Energy Economics, Japan (IEEJ) in July predicts that seven additional reactors will be on-line by the end of March next year and a further 12 will be operational one year later.

But as the opinion polls show, the majority of the public is against a policy that the government tells them is in the nation's best interests.

Poll: 57 percent of the public is against the nuclear power plants being restarted

"Since the accident at Fukushima, many people have realized the negatives that go along with the positives of nuclear power, and they simply do not want to take that sort of risk again," said Hiroko Moriwaki, a librarian who lives in Tokyo.

"And many think that we do not need to," she added. "Since the disaster, the reactors have not been operational and look around you; we have all the electricity that we need, there are no blackouts and everything is normal.

"Just after the earthquake, we were told to do everything we could to save energy, but not any more," Moriwaki told DW.

"So maybe we have reached the point where we don't actually need nuclear energy and that this is in fact an opportunity that the country can take advantage of," she said.

Japan is an advanced and industrialized nation with vast amounts of skills and technologies that could be put to use to develop and then commercialize new sources of safe, environment-friendly energy, she said.

As well as solar and wind power, which are already visible across Japan, there are moves afoot to harness Japan's tidal and wave energy, while vast amounts of potential geothermal energy remain virtually untapped.

"We have so much technology, so wouldn't it be best to divert some of that away from more investment in nuclear energy and put it into fuel sources that are safer and do not harm the environment at all?" Moriwaki asked.

The government says Japanese
 industry needs a secure supply
of energy
Japan's energy needs

Critics of this approach - of which the government is one - say Japanese industry needs a secure supply of energy right now and that Japan is presently importing 84 percent of its energy needs, primarily in the form of coal, gas and oil. And that is both expensive and to blame for the nation's emissions of carbon dioxide and other harmful greenhouse gases climbing.

Still, the Japanese public is far from convinced that nuclear energy is the answer.

"It's complicated and we keep hearing from the government how important it is to have the nuclear plants operating again, but after Fukushima, I think, a lot of people no longer trust the operators or the government," said Kanako Hosomura, a housewife whose family home is north of Tokyo and only about 250 km from the Fukushima plant.

Inquiries after the disaster revealed that TEPCO ignored experts' warnings about the potential size and power of tsunami and had failed to take precautions such as ensuring a backup power supply in the event the generators used to cool the reactors were out of operation.

The government also came under fire after the media reported that it did not have a full understanding of the severity of the crisis, while it was also issuing statements that the situation was completely under control at the same time as drawing up plans to evacuate tens of millions of people from a huge swathe of eastern Japan.

"When it comes down to it, I have a young son and a family and their safety is my number one priority," said Hosomura. "Maybe Japan was lucky the Fukushima disaster was not worse than it was. Maybe next time we will not be so lucky."

Jakarta. The House of Representatives approved the draft law ratifying the Paris Agreement, after receiving a seal of approval from House Deputy Speaker, Agus Hermanto, on Wednesday (19/10).

Signed by 197 United Nations member states during the UN Climate Change Conference in Paris, the agreement was adopted on Dec. 12 last year and aims to strengthen the global response to the threat of climate change.

As reported by state-run news agency Antar, Chairman of the House Commission VII, Gus Irawan, previously stated that all factions agreed with the government and hopes that all stakeholders will protect the environment and adapt to the impact of a changing climate.

Indonesia joins 81 other parties who have ratified the agreement – a giant step forward as one of the world’s largest carbon emitters, producing 760 million tons of carbon dioxide in 2012, according to World Research Institute.

The UN Framework Convention on Climate Change stated that the agreement will be effective on Nov. 4, after 55 signatories, or those contributing to 55 percent of the total greenhouse gas emissions have ratified the pact.

Nearly 200 nations have reached an agreement to phase out HFC greenhouse gases

In an effort to combat climate change, representatives of nearly 200 countries meeting in Rwanda have agreed to limit the use of HFC gases commonly used in refrigeration.

Deutsche Welle, 15 Oct 2016

A majority of the world's nations meeting in Rwanda agreed on Saturday to a wide-reaching global deal on reducing greenhouse gases which are used in refrigerators and air conditioners.

"The amendment and decisions are adopted," Rwanda's Minister of Natural Resources Vincent Biruta announced to loud cheers, following overnight talks in the country's capital Kigali.

The deal on limiting the use of hydrofluorocarbons (HFCs) divides countries into three groups with differing deadlines to scale back on the use of the factory-made gas, which can be 10,000 times more powerful than carbon dioxide.

According to the pact, developed nations including the United States - the world's second worst polluter - and many European countries will gradually reduce their HFC emissions by 2019.

A second group of over 100 developing nations, including China - the world's top polluter - will start reducing in 2024.

A third, smaller group of countries including India, Pakistan and some Gulf states will start later in 2028, after arguing that their economies need more time to grow. The date is three years earlier than India had first proposed.

A test of global will

The talks on HFCs have been viewed as a first test of global resolve since the ParisAgreement was reached last year. A sufficient number of countries ratified the agreement earlier this month and it will come into effect in November.

"This is a huge win for the climate. We have taken a major concrete step in delivering on the promises we made in Paris last December," said Miguel Arias Canete, a commissioner with the European Union in a statement ahead of the agreement's adoption.

Negotiating countries were embroiled in a debate on how quickly to phase out HFCs. The US, who was led by Secretary of State John Kerry, and other Western countries pushed for quick action, while other countries such as India asked for more time for their economies to adjust.

Many African nations and small island states also urged for quick action, saying their countries face the biggest threat from climate change.

"It may not be entirely what the islands wanted, but it is a good deal," the minister-in-assistance to the president of the Marshall Islands, Mattlan Zackhras, said in a statement.

"We all know we must go further, and we will go further."

The dangerous greenhouse gas

Environmental groups hoped that Saturday's deal could reduce global warming by a half-degree Celsius by the end of this century.

Changing to HFC alternatives such as ammonia, water or other gases called hydrofluoroolefins, however, could be expensive for developing countries with extreme summer temperatures.

HFCs were first introduced in the 1990s to replace chlorofluorocarbons (CFCs) after scientists realized they were destroying the ozone layer. The level in the upper stratosphere protects Earth from the Sun's harmful rays.

However, HFCs turned out to be catastrophic for global warming. Although they are safe for the ozone layer, they are thousands of times worse for trapping heat than carbon dioxide.

South Africa basks in continent's first solar-powered airport

George (South Africa) (AFP) - At first glance there's nothing out of the ordinary about the regional airport in George, a town of just 150,000 residents on South Africa's south coast.

In fact though, the small site is Africa's first "green" airport to be powered by the sun.

The control tower, escalators, check-in desks, baggage carousels, restaurants and ATMs -- every service here depends on a small solar power station, located a few hundred metres away in a field of dandelions next to a runway.

Its 2,000 solar panels produce up to 750 kW every day, easily surpassing the 400 kW needed to run the airport.

The excess is fed back into the municipal power grid, and a computer screen in the terminal informs passengers: "Within this month (September), 274 households were supplied through this system with green electricity."

For environmentally-conscious travellers keen to reduce their carbon footprint, it's a welcome development.

"Planes have such a big carbon print," said passenger Brent Petersen, 33, in George. "If we compensate, that's cool."

George Airport was originally built in apartheid-era South Africa in 1977 to make getting home easier for PW Botha, a government minister at the time and later president.

It now serves as a transit hub for shipments of homegrown flowers and oysters, as well as golfers visiting one of the region's many courses. Some 700,000 passengers pass through its doors each year.

The solar plant, launched in September 2015, is the second solar-run airport in the world after Cochin airport in southern India.

Nestled between the Indian Ocean on one side and the majestic Outeniqua Mountains on the other, George was a surprising location for the first attempt at a solar-powered airport in South Africa.

Ambitious project

The town's weather is unpredictable: in the space of half an hour, the temperature can plummet by 10 degrees celsius, the blue skies quickly replaced by a steady drizzle.

But so far, so good: even on overcast days, the plant still produces some power.

At night or when necessary, the system automatically switches over to the traditional power grid.

"The thinking was if we put (the solar system) in the worst unpredictable weather, it will absolutely work in any other airport in the country," the airport's maintenance director Marclen Stallenberg told AFP.

The environmental value of the ambitious project is already evident.

Since solar became the airport's main source of power, the hub has reduced its carbon dioxide emissions by 1,229 tonnes –- the equivalent of 103,934 litres of fuel.

The electricity bill has been cut by 40 percent in the space of a year, "which is a plus for me on the budget," said airport manager Brenda Voster.

Voster says it will take another five to 10 years to pay off the initial 16-million rand ($1.2 million) cost.

Meanwhile, regular power cuts, which in recent years have plagued Africa's most developed economy, are a thing of the past, she adds.

Heavily dependent on coal, which is the source of 90 percent of the country's electricity, South Africa is looking to diversify its options to avoid power cuts.

Robyn Spence, who works at Dollar car hire company at the airport, said they "had to replace quite a few computers" fried by electricity surges caused by power cuts last year –- no longer an issue with the solar system.

Untapped potential

But not all the retailers at the airport are feeling the benefits yet.

Lelona Madlingozi, a kitchen manager at Illy restaurant in the main terminal, said they had two power cuts lasting about three hours each just a month earlier. "We could not sell anything in the shop," she said.

Restaurants, said the airport, are not one of the essential services prioritised during power cuts.

Expanding the use of renewable energy is a key focus for management firm, Airports Company South Africa, said its president Skhumbuzo Macozoma.

The company's goal is to achieve "carbon neutrality", or net zero carbon emissions, by 2030.

In a country with an estimated average of 8.5 hours of sunshine a day throughout the year, solar's untapped potential looks huge.

After the success in George, the airports in Kimberley -- South Africa's diamond capital -- and Upington near the Namibian border have also gone green, with three other regional airports next in line.

George Airport now plans on increasing the capacity of the small power station by an extra 250 kW and will soon install batteries capable of conserving energy generated during the day for use at night.
