The natural resources of the planet are finite and will not support the continuation of what you've been doing. We've been saying this for a decade. Watch for increased science and increased funding for alternate ways of creating electricity (finally). Watch for the very companies who have the most to lose being the ones who fund it. It is the beginning of a full realization that a change of thinking is at hand. You can take things from Gaia that are energy, instead of physical resources. We speak yet again about geothermal, about tidal, about wind. Again, we plead with you not to over-engineer this. For one of the things that Human Beings do in a technological age is to over-engineer simple things. Look at nuclear - the most over-engineered and expensive steam engine in existence!

Your current ideas of capturing energy from tidal and wave motion don't have to be technical marvels. Think paddle wheel on a pier with waves, which will create energy in both directions [waves coming and going] tied to a generator that can power dozens of neighborhoods, not full cities. Think simple and decentralize the idea of utilities. The same goes for wind and geothermal. Think of utilities for groups of homes in a cluster. You won't have a grid failure if there is no grid. This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much….”

Fracking application rejected by Lancashire county council

Anti-fracking campaigners visibly delighted as councillors reject Cuadrilla’s application to drill for shale gas at Preston New Road

The Guardian, Adam Vaughan, 29 June 2015

Anti-fracking protesters cheer outside County Hall in Preston as news emerges that
an application to frack in the area has been rejected

Lancashire county council has rejected a planning application by shale gas explorer Cuadrilla to frack in the county, in a major blow to what would have been the UK’s biggest round of fracking so far.

Hundreds of anti-fracking campaigners outside the county hall in Preston, where the verdict was announced, reacted with delight and cheers, and people in the council chamber applauded.

The surprise rejection regards a site at Preston New Road, near Little Plumpton on the Fylde, where Cuadrilla had hoped to drill four wells and undertake exploratory fracking for shale gas.

Nine of the councillors on the 14-strong development control committee voted in favour of a motion to reject the application on grounds of visual impact and unacceptable noise, and also rejected a related application for an array to monitor seismic activity.

The long-delayed decision by councillors follows their rejection last week on traffic grounds of a bid by Cuadrilla to frack at another site, Roseacre Wood, between Preston and Blackpool.

Planning officers had earlier this month recommended the council reject Roseacre Wood but approve Preston New Road.

Councillors said the grounds for refusing the application for a monitoring array at Preston New Road was that it ran contrary to planning policy EP11, in the respect that “the cumulative effect of the proposal would lead to the industrialisation of the countryside and adversely affect the landscape character.”

They were earlier told that rejections were likely to be appealed by Cuadrilla, which is the only company to have fracked in the UK to date. In a statement, the company said it was “surprised and disappointed” at the decision, and it remained committed to extracting shale gas in Lancashire.

“We will now take time to consider our options regarding an appeal for Preston New Road, along with also considering appeals for the planning applications recently turned down, against officer advice, for monitoring and site restoration at Grange Hill, and last week’s decision to refuse the Roseacre Wood application,” the statement said.

Centrica, which has a 25% stake in Cuadrilla, said it was extremely disappointed by the decision. “It has taken a significant amount of investment to get us where we are today so we will be working closely with our partners at Cuadrilla before making any decisions on our next steps.”

Ken Cronin, chief executive of Ukoog, which represents the shale industry, called on the government to review the planning process. “This after 15 months of a long, drawn-out process cannot be right, and I urge the government to urgently review the process of decision-making.”

Alister Scott, professor of environmental and spatial planning at Birmingham City university said an appeal was certain. Professor Andy Aplin, director of the Centre for Research in Earth Energy Systems at Durham University, said a legal challenge was likely.

Environmentalists gave the decision a warm welcome.

Liz Hutchins, a senior campaigner at Friends of the Earth, spoke from outside the town hall where she said the atmosphere was “absolutely electric” and a “massive celebration.”

“This is a bigger win than anyone was expecting, it shows the huge strength of feeling here. There was no way councillors could go against feelings of local people. This is a real blow for Cuadrilla and government.

“Obviously Cuadrilla will try to appeal, and that will go to the national planning inspectorate, and we want a commitment from David Cameron that they won’t intervene in the wishes of local people here.”

Hall in Preston, where councillors rejected Cuadrilla’s application to frack.

Daisy Sands, Greenpeace UK energy and climate campaigner, said “This decision is a Waterloo for the fracking industry and a triumph for local democracy.”

The Green party MP Caroline Lucas described the decision as a fantastic victory and said: “The decision proves that, in spite of all the government’s efforts to force through fracking, local communities can prevent it from going ahead.”

Around 500 people were protesting outside the town hall, according to organisers. More than 50,000 people signed a petition calling for the fracking applications to be rejected. The share price of iGas, the UK’s biggest shale company, dropped sharply after the council’s announcement.

Several councillors on Monday morning said coming to the decision had been extremely difficult, with one saying it had been “one of the most difficult decisions of our lives”. One member of the committee last week said they had faced intolerable pressure on the case.

Marcus Johnstone, a member of the development control committee, said the application had been of the biggest it had ever considered: “The decision to refuse this application has been reached by a vote of the committee, which is composed of elected councillors, and each member of the committee has ultimately cast their vote based on the evidence they have heard and whether they think the proposal is acceptable in planning terms, and to the people they represent.”

David Cameron has said the Conservatives are “going all out for shale”, and the energy and climate secretary Amber Rudd promised after being appointed that she would “deliver shale”.

Andrea Leadsom, energy minister, said the decision was disappointing. “However, shale gas has huge potential in the UK, and is an opportunity to develop a new, homegrown energy source that would displace foreign imports and create tens of thousands of jobs. I’m confident that potential will be realised – and the government will back it.”

Both frontrunners for the leaderships of the Labour party and the Lib Dems support a ban on the controversial technique for extracting shale gas, which involves pumping large volumes of water, sand and chemicals underground to fracture shale rock and release gas.

Lucy Powell, the Labour MP for Central Manchester, said she was pleased by the result and that “much more evidence [was] required on [fracking’s] impact”.

Management consultancy Poyry said the decision was a big surprise and “a serious setback for shale gas in the UK and many must be wondering if it can ever reach production phase.”

Prof Jim Watson, research Director at the UK Energy Research Centre, said: “Today’s decision illustrates yet again that shale gas is highly controversial, and that has implications for how quickly the shale gas can be developed. Whilst this shows that local decision making about our energy choices will continue to matter, this particular decision is likely to be challenged.”

Any appeal by Cuadrilla could land on the desk of Greg Clark, secretary of state for communities and local government, if he decides to “call in” the appeal.

Multinationals plan 'green growth' with help from Beijing

Want China Times, Xinhua 2015-06-28

Multinationals operating in China are seeking to cooperate with the government to bring about "green growth" as the environmental drive gains steam.

At the ongoing annual conference of the Eco Forum Global in Guiyang, capital of southwest China's Guizhou province, multinational heads have expressed the desire to further promote "green growth" with the government through ventures such as Public Private Partnership (PPP).

"We will continue to reduce emissions from current projects," said Bertrand de La Noue, chairman of Total (China) Investment, one of the world's top oil and natural gas companies. "But it will take the joint efforts of the government and multinationals to lower carbon emissions," he said at the forum, which is scheduled to run from Friday to Sunday.

China's environmental woes are worsening, its growth-at-all-costs economic model powered decades of explosive growth but tainted much of the country's air, water and land.

Environment minister Chen Jining said earlier this month that the Chinese environment is reaching or has reached its limit due to years of sprawling development at the price of the environment.

In recent years, some corporations including Panasonic and Pepsi have been accused of contributing to China's environmental woes, with stories of their subsidiaries illegally dumping waste generating headlines. The government has promised to take "more forceful" measures in the next five years to protect the environment and promote green development.

"Law enforcement is fundamental for pollution control. It requires fairness, solid juristic basis and an interactive environmental monitoring system to ensure that strict environmental standards will bear an optimistic outcome," said Huang Xiaojun, vice president of Veolia China, a leading wastewater treatment company.

Meanwhile, Huang said, the government should offer convenient policies and commercial environment.

"In Europe, a significant part of environmental work is accomplished by enterprises and PPP is also widely accepted. These models can significantly reduce risks of local debts and operational activity and improve working efficiency," he added.

Zhang Huaying, vice president of sustainability for Coca-Cola Greater China and the Republic of Korea, said companies should share experiences in environmental protection with the Chinese government to realize "green growth."

"The government is apparently determined to carry out a 'green revolution'," Zhang said. "To reach that goal, a long-term cooperation mechanism between the government and corporations would be a good idea."

Although such cooperation will not yield returns immediately, it will be worth it in the long run, said Kjeld Stark, president of Danfoss China.

Winds of change as Ethiopia harnesses green power

Adama (Ethiopia) (AFP) - The wind blows hard over Adama, a range of rocky hills in Ethiopia's highlands that provide the perfect location for one of the continent's largest wind farms.

"In February, during the dry season, it is even difficult to stand here," said Solomon Yismaw, the engineer in charge of 102 Chinese-built turbines each rising 70 metres (230 feet) into the sky, lining the horizon.

The Adama wind farm opened last month, its 153 megawatt (MW) capacity making it the largest wind farm in sub-Saharan Africa, and the latest of three giant Ethiopian wind farms.

The hills here, 100 kilometres (60 miles) southeast of the capital Addis Ababa, are 2,000 metres (6,500 feet) high.

Farmers using simple ox carts to plough the soil around the bases of the wind turbines offer a striking contrast between rural lives, little changed for centuries, and the central government's ambition to develop a modern, climate-resilient economy.

Without its own reserves of either gas or oil, Ethiopia is turning to its significant renewable energy potential to fuel its rapid economic development -- including damming the vast Blue Nile, with turbines there providing over 90 percent of the country's electricity production, and the southern Omo River.

But the flow of rivers is subject to rainfall that is erratic in Ethiopia.

"We have an abundance of hydroelectric energy sources, but during the dry season and when droughts happen the level of the dam decreases," said Solomon, who pointed out that the wind turbines were immune to the dry spells.

Massive power needs

"At that time the wind will complement the dam. The wind is especially strong during dry season, so wind and hydro complement each other," said Solomon.

Ethiopia's energy needs are huge. Over 75 percent of Ethiopia's 94 million people, mainly those living in rural areas, are not connected to the national grid, and the country needs to increase its electricity production by 20 to 25 percent per year to meet rising demand, according to figures from the country's energy ministry.

Ethiopia has set a target of slashing its carbon emissions by two-thirds within the next 15 years, the most ambitious national goal yet presented to an upcoming United Nations climate change conference in Paris later this year.

Ethiopia said it plans to cut emissions by adopting cleaner practices in agriculture, construction and transport, as well as slowing deforestation.

While work continues on the vast Renaissance dam on the Nile -- the largest in Africa -- Ethiopia is working to boost other green power projects, harnessing geothermal, solar and wind energy.

"Wind farms are fast track projects, we can construct them within a short time," said Tahaguas Andemariam, consultant engineer and professor at the university of Adama.

"Within 24 months we have constructed this big wind farm of 153 MW -- hydro would have taken much longer," he said.

The 6,000 MW that the Renaissance dam will generate will dwarf the output of the Adama wind farm, but the construction of the facility which began in 2011 isn't slated to finish until 2017.

Yet the Adama wind farm can still power about 10 million efficient light bulbs.

Another wind farm, even larger in size and intended to produce 300 MW, is due to be constructed at Ayesha in the remote eastern desert near the border with Djibouti, another area with strong winds.

"We now have the knowledge how to develop the roadmap of this wind technology in Ethiopia," said Tahaguas, who spent a month in China working with other engineers to learn more about the turbines.

"THE TRIAD" - The Three parts of Human Consciousness – (Kryon Channelling by Lee Carroll)

Kryon.com, May 10, 2015

This live channelling was Given in Charlottesville, Virginia

Lee Carroll
To help the reader, this channelling has been revisited [by Lee and Kryon] to provide even clearer understanding. Sometime information is even added. Often what happens live has implied energy within it, which carries a kind of communication that the printed page does not. So enjoy this enhanced message given in Virginina, May 10, 2015.

Greetings, dear ones, I am Kryon of Magnetic Service. The pause that always follows the greeting is given for my partner to exit. You might have noticed that there is no seeming preparation for this channelling. In an older energy there would be, where the Human Being has to prepare his mind in such a way that the very structure and the psyche would have to be altered. If you had certain kinds of measurements on his brain, you would see the preparation working. You’d see the various alpha and beta waves change, but not now. The reason is because some time ago he gave permission for a meld that would mean a continuous connection, a closer walk that would make him a more compassionate Human Being. At the same time, there would be no preparation for channel. He would have one foot in and one foot out of 3D all the time. So when it came time for 100 percent, all he did was step back. But the stepping back is the most difficult thing he does. All of this has to do with the Human brain - what is involved with it that you know about and what you don’t know about and what is evolving for you to now know about.

The channel tonight is informative and deals with things we have not discussed before in this way. I will be bringing a new concept forward, but it won’t be complex because it’s just an introduction. However, it's an introduction to a concept of an evolving humanism.

New is Often Controversial
You are moving forward into a new energy that is going to change the very fabric of your consciousness. I want to explain things that I have never explained before and some of this will be controversial. Let me comment on this: You believe a certain way because you have learned a certain way. Once you have cognized something [committed belief to it], it actually belongs to you. So what we are saying is that you have a "groove" you have been thinking within for a long time. It's no wonder some of this may hit you the wrong way. But these things can be rewritten if you re-cognize them by choice. So I say to you this: DO NOT take what follows and run with it simply because I said it in channel. I want you to discern this with your own mind and measure it for yourself for viability and common sense. Make it real. Could it be that things are now different than your original training? Did the energy change? If so, is it possible that spiritual awareness has opened more areas of discovery? If you can think out of your "learned box", it may start to actually validate some of the things that you have seen lately. What you originally learned really hasn't changed. It just got bigger and looks different.

The Human Mind is Complex
The Human mind is complex. If you had to compartmentalize it and take a look at the different kinds of thinking that Humans do, it would get even more complex. It has been studied for years, but in a 3D way, the best that you have been able to do is to look at the Human mind as a succinct operation of synapse that allows survival. According to your science, the brain gives you everything. It gives you survival, it gives you intuition and mental acuity, it gives you all of your coordinated body functions – everything. You might say that it drives the boat of life.

In addition, when you started studying it more, you discovered that the right and the left lobes do different things and are connected differently between men and women. Everything you studied pointed to the brain being the controller. That was the center of consciousness and all things Human.

The Real Brain Scenario
The concept we bring you this evening is that there is no single brain within the Human Being. Instead, there are three. In order for you to see this clearly in the brief time that we’re together, I’m going to give you the best metaphoric illustration I can for what’s going on. Under the pretense that you don’t know what you don’t know, you’ve done your best. What else could you have done? All you have to look at is the brain! Therefore, the brain is all there is. Come with me and play with this metaphor. It’s the best I can do to explain something very special and new.

A Metaphoric Journey
You’re in a room, taking a look at a table. It’s a workstation, to the modern Human, and on the workstation there is a computer. Almost everyone listening and in this room will recognize the instrument, and many have operated it. Most of you know what it does. However, an ancient would have no idea. So in this example, and for this metaphoric allegory, we will pretend that we have an ancient [older one] from only 100 years ago, coming forward to the workstation and being amazed by what he sees.

In this story, you can't communicate with him, but you can show him the computer. So without explanation, without help, and without you being able to say anything, he sees and perceives the magic of what it can do. He can read the screen, and he can interface as he tries to figure out the mouse and the operation of the device. He starts pressing buttons, and he sees things – unbelievable things! This box does things that nobody back home will believe! The future is astonishing! He marvels at the immensity of it all. He discovers Google, but he has no idea of the concept. He sees the world at his fingertips, all in a box. It's heady to think of this power of information and action. There isn't anything it doesn't know! All of the languages of the world are in the box. Any piece of information that he ever wanted to know about anything is in the box! Anything! Then he discovers that you can type a message to just about anyone, anywhere! It's also a communication device!

This is amazing beyond belief, and he eventually walks away from the experience with a solid perception of what he has seen with his own eyes! When he returns in his time machine, he can hardly wait to tell his generation of 100 years ago what he has seen – about technology and a box that does everything and communicates with everyone. It's like all the world's libraries together in a little box – all of the languages, all of the encyclopedias possible and any question you ever wanted to ask. It knows about all of the individuals known throughout history, with all the details – all that is, in the one box – and it's available to every Human Being. The perception, without any explanation, is a solid, logical one, but it's flawed.

The Hidden Connection
You know better, don’t you? You see, you know that the "box" is connected to the Internet. If you disconnect the computer from the ’net, it's simply a computational device. It computes. Oh, you may be able to write a letter on it, or you may be able to do a spreadsheet on it, but you can’t ask it anything, because it’s not connected!

What the ancient did not understand, nor could he even begin to conceive of, was the World Wide Web. He didn’t see the tiny cord that was plugged into the base of the computer, which gave it the magic ability to know everything about everything about everything. Even if he had seen the cord, it would be meaningless to his perception. To him, the box did it all. He had seen it!

Now, let me bring you back to the brain. All you had to examine all these years, as Humans, is what you think is the awesome, magic brain. You don’t know about the brain's connection to a multidimensional Internet, which is within the body. How could you?

The Human Brain
Your brain is a large and wonderful chemical, synaptic computer. Let me define this more: Synapse, as we speak of it, is the active process of electromagnetic signals going through neural matrix pathways [structured nerve pathways and bundles] within the brain. It happens from many junction areas [places] to others at lightning speed. It gives you the ability to control your survival, your body and your thoughts in 3D.

Expansive thinking, as you understand it, is brain related. You’ve looked at the brain and you’ve said, "This is the creative area. It's responsible for music, artwork, poetry, sculpture and the intellect."

You never saw the wire, did you?

The brain has nothing to do with creating those things. Instead, it facilitates them! It facilitates them, but it isn't responsible for them. Much like the box in the metaphoric room is the control station for the ’net, your brain is the control station for much, much more. These things simply look like they are coming from the box, which is your brain. But they are not.

Much of what you consider creative and/or spiritual, including channelling, is coming from the pineal connection. This includes your intuitive part, which is growing with your spiritual evolution. This is the part of your consciousness that is connected to that which you call the Higher-Self. You can call it what you want, but it's the connection from the creative source to the brain. It's there, and some use it well. Some do not. It opens wide only through free choice, and the ones who are creating incredible things are connected to the ’net – the pineal. However, you see it as happening within the brain.

The invisible wire that you cannot see, the overlay that you do not recognize within the brain, is the connection to the outside that many of you are beginning to understand and feel. The brain facilitates these attributes, but it does not create them. Intuition does not come from the brain, but it’s facilitated by the brain. The brain then activates it into what you call thought. You might see it on the graphs of thermography along with all of the things you think are synapses going on in the brain, but the brain is simply processing what it is receiving from somewhere else.

If you unplug the wire to the ’net, all the brain can do for you is to keep you breathing and give you basic survival thinking. You can run from the Bengal tiger so you won’t be eaten. You can grow your food, have children, and learn how to drive a car, but it won’t write music and it won’t create sculpture. It doesn’t naturally think of God! It does not analyze itself. But when it’s plugged in, it does all that.

The Three Parts - More to Consider Than You Think
There are three parts to the brain of the Human Being, but you are only aware of two of them. We’re going to give you the third part tonight. The second brain of the Human Being, which is processed by the synaptical part (the brain box), is the pineal. This is responsible for creative thinking, intuition and intellectual awareness. Intuition is starting to grow with humanity, and it comes from that which is your innate inside the body. It's getting smarter and is passing more to your brain to process at a greater frequency and strength as you evolve. It also is starting to give you Akashic information (past-life remembrances). You might say your pineal ’net is getting faster, and your brain is processing it. You are feeling that you are becoming more intuitively aware of things.

The bridge between Human consciousness and the smart body, the innate, is starting to mature and grow up. You are getting out of pure survival mode and many are starting to awaken to a greater truth. This is all being enhanced in the Human Being to a point where Humans will think, "The brain is doing better!" It isn’t. The brain remains the brain and will process a better intuition from the pineal. The brain remains a stellar survival organ, but intuition is going to get stronger and stronger. Again, your spiritual Internet is getting faster.

In this very 3D energy, you only see the one organ that you feel is responsible for everything you do, but there are actually three. The evolved Human Being has the potential to create light [awareness energy]. I just gave you something we can study later – information that is new. There’s a perception of spirituality being white light. It’s everywhere. You’ve seen it everywhere. There is the story of Moses and the burning bush. This was a flame that did not consume itself, but if you could really see it in reality, it was a white light. For him, it was a higher consciousness than he had ever seen before, an angelic energy coming through his pineal, projecting to him.

When you have a near-death experience, you go to the light. This is more than metaphoric. You start to create something we will call divinity and mastery. White light coming from you is the higher consciousness you. The more your DNA efficiency is increased, the whiter the light gets. This is a metaphor, but there is truth often behind all mythology, and this is one of those. Dear ones, you are becoming more angelic when you start to understand the third part.

The Third Brain
We have told you before that there is a mystery going on that involves the Human heart. The Human heart, dear ones, is the third part of the brain. Science has never understood why the heart has such a tremendous magnetic field. It is actually larger than any other organ, including the brain with all of its synaptic activity. The heart overshadows it in so many ways, yet examination of the heart in a corporeal way will give information that is seemingly very ordinary. The heart simply pumps blood in a specific rhythm as sent by signals from the brain. Yet there is far more.

When we started, we gave you instructions to connect the dots, and here is your chance. When a spinal cord is severed in an accident, the heart continues pumping. Brain signals that supposedly control timing and rhythm are disconnected. The signals are gone, yet the heart keeps pumping. Not only that, but digestion continues, liver function continues, pancreas and others continue, even reproduction continues! All without the brain.

There is a third element of consciousness that is centered within the Human heart. You have identified the heart metaphorically as the symbol of love, and you’re right. These three parts to Human consciousness go way beyond the brain as an organ. It’s the trilogy of survival. It’s also represented by the three energy [in numerology] that you see everywhere in spiritual history. It's the three horses that pulled the ascension chariot, the Merkabah of Elijah. It's the trilogy Godhead of many churches [Father, Son, Holy Spirit]. In your body, it's the pineal [creator intuition], the brain [survival] and the heart [compassion].

The masters of this planet had all three working well, but in an older energy, you have not. In an older energy, you were only in survival mode. What is happening is that you are evolving, and the innate of the body is getting stronger. DNA is starting to become more efficient, and these parts are starting to finally connect. Dear ones, what separates a Human Being in survival from a master is intuitive compassion. Compassion is generated from the heart and it’s not a metaphor. It is part of the heart-brain.

There are things going on in this trilogy that you should understand. Connect the dots and start using science to find out and recognize that there are things that are not visible in any spectrum you can yet measure. But simply because you are blind to it at the moment doesn't mean it's not happening. You simply have not discovered everything yet, but the advancement in multidimensional physics will help. Listen, as new physics inventions come to you, you must involve biology, too! Don't separate the two sciences [as they are now]. You will have a far better idea of the truth of all of this when you can quantum-map emotion, thinking and Human behavior. It will show itself immediately.

The brain is responsible for facilitating [coordinating] all three of these parts, but be aware that the other two are doing a great deal of the work. Intuition and compassion will always seem to come directly from the brain, just like to the ancient when the magic came from the box. Connect yourself to a bigger picture, dear ones. The triad of Human consciousness is the beginning of the realization of mastery.

That’s all we want to tell you now. It's something for you to digest into your logic and spirituality, is it not? Think about it and ask your own intuition, "Is it true. Could it be that the Human brain is only a facilitator for something bigger?" This information starts to explain some measurements you never could explain before with conventional biological beliefs. It starts to explain why it is when a Human Being makes certain kinds of decisions, suddenly the brain seems to control the body better. Why is it that corporeal health can suddenly change, heal itself, ask for other kinds of foods, and have biological wisdom? What causes spontaneous remission? Dear ones, unless you were connected, you wouldn’t have any of this. Think: It isn't the brain that gave any of that to you. It was the brain that simply facilitated the connection from that little wire – the Creative Source, the white light.

There have been metaphors given tonight and things for you to examine, which also mean other things. It is the way that we begin the teaching of profound things. We will do it again and again, then elaborate on and on, and talk endlessly about it – all so that you will get it. It’s time you knew the grander picture of the triad, the trilogy of creation inside the Human Being.

I am Kryon, in love with humanity and for good reason.

And so it is.

Dutch government ordered to cut carbon emissions in landmark ruling

Dutch court orders state to reduce emissions by 25% within five years to protect its citizens from climate change in world’s first climate liability suit

A court in The Hague has ordered the Dutch government to cut its emissions by at least 25% within five years, in a landmark ruling expected to cause ripples around the world.

To cheers and hoots from climate campaigners in court, three judges ruled that government plans to cut emissions by just 14-17% compared to 1990 levels by 2020 were unlawful, given the scale of the threat posed by climate change.

Jubilant campaigners said that governments preparing for the Paris climate summit later this year would now need to look over their shoulders for civil rights era-style legal challenges where emissions-cutting pledges are inadequate.

“Before this judgement, the only legal obligations on states were those they agreed among themselves in international treaties,” said Dennis van Berkel, legal counsel for Urgenda, the group that brought the suit.

“This is the first a time a court has determined that states have an independent legal obligation towards their citizens. That must inform the reduction commitments in Paris because if it doesn’t, they can expect pressure from courts in their own jurisdictions.”

In what was the first climate liability suit brought under human rights and tort law, Judge Hans Hofhuis told the court that the threat posed by global warming was severe and acknowledged by the Dutch government in international pacts.

“The state should not hide behind the argument that the solution to the global climate problem does not depend solely on Dutch efforts,” the judges’ ruling said. “Any reduction of emissions contributes to the prevention of dangerous climate change and as a developed country the Netherlands should take the lead in this.”

After a legal campaign that took two and a half years to get to its first hearing in April, normally dispassionate lawyers were visibly moved by the judge’s words. “As the verdict was being read out, I actually had tears in my eyes,” Roger Cox, Urgenda’s lead advocate, told the Guardian. “It was an emotional moment.”

Young activists in court said that the ruling had gone some way to restoring Dutch national pride, which has been dented as Denmark, Germany and even the UK overtook the Netherlands, once seen as a European climate leader, in the green economy race.

The Dutch Socialist party MP Eric Smaling cautioned though that “some people will feel proud but others are more unhappy about the influx of refugees. So far climate action has too much been the last baby of a relatively leftist elite.” He called for a wide coalition to spread the climate action message before elections in early 2017.

The Dutch government has not decided whether to appeal the court’s decision yet, but opposition politicians are steeling themselves for the prospect.

Stientje Van Veldhoven, an MP and spokesperson for the D66 Liberal opposition in parliament noted that the government had yielded to a comparable, if more limited, ruling ending gas extraction in part of the giant Groningen gas fields earlier this year.

“The government has never ignored a court ruling like this one before, but there has never been a ruling like this before either,” she said. “Everybody has a right to appeal.” Veldhoven has requested a parliamentary debate on Wednesday’s court ruling.

In a statement on behalf of prime minister Mark Rutte’s cabinet, the Dutch environment minister Wilma Mansfeld said that the government’s strategy was to implement EU-wide and international agreements.

“We and Urgenda share the same goal,” Mansfeld said. “We just hold different opinions regarding the manner in which to attain this goal. We will now examine what this ruling means for the Dutch state.”

Some 886 plaintiffs organised by Urgenda had accused the Dutch government of negligence for “knowingly contributing” to a breach of the 2C maximum target for global warming.

Their legal arguments rested on axioms forbidding states from polluting to the extent that they damage other states, and the EU’s ‘precautionary principle’ which prohibits actions that carry unknown but potentially severe risks.

A UN climate secretariat article obliging states to do whatever is necessary to prevent dangerous climate change was also cited. So was the UN climate science panel’s 2007 assessment of the reductions in carbon dioxide needed to have a 50% chance of containing global warming to 2C.

Several legal sources said that ideas outlined in the Oslo principles for climate change obligations, launched in the Guardian in March, appeared to have been influential in the judge’s reasoning.

James Thornton, the chief executive of the environmental law group ClientEarth, hailed what he said had been a “courageous and visionary” ruling, that would shape the playing field for future suits.

“There are moments in history when only courts can address overwhelming problems. In the past it has been issues like discrimination. Climate change is our overwhelming problem and this court has addressed it. The Dutch court’s ruling should encourage courts around the world to tackle climate change now.”

Serge de Gheldere, the president of Klimaat Zaak, which is pursuing an almost identical case to Urgenda’s in Belgium said: “This gives us a lot of hope as it sets an incredible precedent. The government in Belgium will take a lot of notice of whats happened here today. This could be the first stone that sets an avalanche in motion.”

Professor Pier Vellinga, Urgenda’s chairman and the originator of the 2C target in 1989 said that the breakthrough judgement would have a massive impact. “The ruling is of enormous significance, and beyond our expectations,” he said.

The court also ordered the government to pay all of Urgenda’s costs.

“…  4 - Energy (again)

This is the way of the future, and you'll be more inclined to have it sooner than later if you do this, and it won't cost as much.

Water

We've told you that one of the greatest natural resources of the planet, which is going to shift and change and be mysterious to you, is fresh water. It's going to be the next gold, dear ones. So, we have also given you some hints and examples and again we plead: Even before the potentials of running out of it, learn how to desalinate water in real time without heat. It's there, it's doable, and some already have it in the lab. This will create inexpensive fresh water for the planet.

There is a change of attitude that is starting to occur. Slowly you're starting to see it and the only thing getting in the way of it are those companies with the big money who currently have the old system. That's starting to change as well. For the big money always wants to invest in what it knows is coming next, but it wants to create what is coming next within the framework of what it has "on the shelf." What is on the shelf is oil, coal, dams, and non-renewable resource usage. It hasn't changed much in the last 100 years, has it? Now you will see a change of free choice. You're going to see decisions made in the boardrooms that would have curled the toes of those two generations ago. Now "the worst thing they could do" might become "the best thing they could do." That, dear ones, is a change of free choice concept. When the thinkers of tomorrow see options that were never options before, that is a shift. That was number four. ….”

“... Japan

Let us talk for a moment about Japan, and then I'll close the day of messages. There are thousands of souls on my side of the veil and they're just fine, more than fine. We have spoken so often of what happens at the Wind of Birth. I told you, before they even came in, they saw the potential. I looked in their eyes. "You may not last long. You know that, don't you? You're coming into this planet and you may not be here very long. And the passing that you will have with your family will not be pleasant, if any ever are. Why would you come in anyway?" I want to tell you what they said. When a soul has the mind of God, it understands fully what generates peace and what generates energy shift. You can clearly see what generates what the planet needs the most when you are about to arrive. So they said, "We're going to be part of one of the biggest compassion events the planet has ever seen." One earthquake, one tsunami. All of those who left that day will change the earth forever. And it already has. It was the same for the last tsunami as well.

Every single one of them on my side of the veil is getting ready to come back. Many old souls were involved, and just for a moment, if they could give you any information, if they could talk to you right now, if they could speak your language and look into your eyes, they would thank you for your compassion for them and those who are left. And they would say, "Be with those family members who are still alive. Enter their hearts every day and give them peace and keep them from crying, because we're OK."

Nuclear Power Revealed

So let me tell you what else they did. They just showed you what's wrong with nuclear power. "Safe to the maximum," they said. "Our devices are strong and cannot fail." But they did. They are no match for Gaia.

It seems that for more than 20 years, every single time we sit in the chair and speak of electric power, we tell you that hundreds of thousands of tons of push/pull energy on a regular schedule is available to you. It is moon-driven, forever. It can make all of the electricity for all of the cities on your planet, no matter how much you use. There's no environmental impact at all. Use the power of the tides, the oceans, the waves in clever ways. Use them in a bigger way than any designer has ever put together yet, to power your cities. The largest cities on your planet are on the coasts, and that's where the power source is. Hydro is the answer. It's not dangerous. You've ignored it because it seems harder to engineer and it's not in a controlled environment. Yet, you've chosen to build one of the most complex and dangerous steam engines on Earth - nuclear power.

We also have indicated that all you have to do is dig down deep enough and the planet will give you heat. It's right below the surface, not too far away all the time. You'll have a Gaia steam engine that way, too. There's no danger at all and you don't have to dig that far. All you have to do is heat fluid, and there are some fluids that boil far faster than water. So we say it again and again. Maybe this will show you what's wrong with what you've been doing, and this will turn the attitudes of your science to create something so beautiful and so powerful for your grandchildren. Why do you think you were given the moon? Now you know.

This benevolent Universe gave you an astral body that allows the waters in your ocean to push and pull and push on the most regular schedule of anything you know of. Yet there you sit enjoying just looking at it instead of using it. It could be enormous, free energy forever, ready to be converted when you design the methods of capturing it. It's time.

So in closing, do you understand what you're seeing? You're seeing intelligent design, quantum energy and high consciousness. You are seeing changes in Human nature. You're seeing countries putting things together instead of separating. You are seeing those who don't want war and instead want peace, good schools for their children, safety in their streets and a say in their government. We told you it was going to happen this way. I want my partner to teach these things that I have said in his 3D lectures for awhile. Many won't be able to know these things otherwise.  …”

Pakistan heatwave deaths close to 700

Karachi (AFP) - Nearly 700 people have died in a severe three-day heatwave in Pakistan, officials said Tuesday, with medics battling to treat patients as a state of emergency was declared in hospitals.

The majority of people died in government-run hospitals in the port city of Karachi, Pakistan's economic hub of around 20 million people, as temperatures reached 45 degrees Celsius (111 Fahrenheit) at the weekend.

"The number of people who have died in the heatwave has now reached 692," said Saeed Mangnejo, a senior provincial health official, adding that the toll may rise futher.

The highest number of deaths have been recorded at Karachi's largest hospital, Post Graduate Medical College Hospital, where they have treated more than 3,000 patients, doctor Semi Jamila told AFP.

Pakistan's largest charity, Edhi Welfare Organisation, said their two morgues in the city had received more than 400 corpses in the last three days.

"The mortuaries have reached capacity," Edhi spokesman Anwar Kazmi told AFP.

Meanwhile, seven people have died from the heat in Punjab province over the past 24 hours, officials said.

The deaths came as the overwhelmingly Muslim country of around 200 million people observes the Islamic holy month of Ramadan, during which eating and drinking is forbidden from sunrise to sunset.

Some clerics have issued public warnings saying that physically weak people can abstain from fasting in these tough conditions.

Electricity shortages have crippled the water supply system in Karachi, hampering the pumping of millions of gallons of water to consumers, the state-run water utility said.

Temperatures remained at around 44.5 Celsius in Karachi on Tuesday but thunderstorms were forecast for the evening, Pakistan's Meteorological Office said.

"Due to a low depression developing in the Arabian sea, thunderstorms will likely begin this evening and might continue for the next three days," a Meteorological official told AFP.

The provincial government meanwhile announced a public holiday to encourage residents to stay inside, an official said. Many of the victims have been labourers who toil outdoors.

Some residents also took to hosing each other down with water on Tuesday to avoid collapsing from heat stroke.

Prime Minister Nawaz Sharif has issued special instructions to the National Disaster Management Authority (NDMA) and other relevant organisations to arrange urgent assistance for the heatwave victims.

An official from the National Disaster Management Authority told AFP heatstroke treatment centres would be established at all hospitals across Sindh province, of which Karachi is the capital.

The deaths come a month after neighbouring India suffered a deadly heatwave, with more than 2,000 deaths.

Hundreds of mainly poor people die at the height of summer every year in India, but this year's toll was the second highest in the country's history.

Moroccan villagers harvest fog for water supply

Sidi Ifni (Morocco) (AFP) - Green technology to turn fog into fresh water straight from the tap has put an end to exhausting daily treks to distant wells by village women in southwest Morocco.

Families in five highland Berber communities have begun to benefit from "fog harvesting", a technique devised in Chile two decades ago and since taken up in countries from Peru to Namibia and South Africa.

On the summit of a mountain named Boutmezguida, which looms over the villages at 1,225 metres (4,019 feet), thick fog shrouds about 40 finely meshed panels designed to trap water and relay it to a network of pipes.

To have water running from a faucet at home is a "revolution" for inhabitants of the semi-arid mountains known as the Anti-Atlas, says Aissa Derhem, the chairman of an active regional association called Dar Si Hmad for Development, Education and Culture (DSH).

DSH prides itself on building "the world's largest fog-collection and distribution system" and helping locals in the Sidi Ifni region -- Derhem's birthplace -- to learn to operate it, after repeated droughts and scarce rain.

"Our rain here is the fog," Derhem adds.

Tiny droplets are caught on the mesh while fog wafts through panels. The harvesters mix all they catch with more water derived from drilling, then supply the villages on the lower slopes.

Derhem first heard about fog harvesting 20 years ago. A few years later on returning to Sidi Ifni, he realised that the local climate was similar to that of the Andes in South America.

DSH joined forces with Fog Quest, a Canadian charity whose volunteers work in a range of developing countries. North Africa's first pilot project became operational after almost a decade's work refining techniques.

'An imitation of nature'

The valves were opened at Sidi Ifni for the first time to mark World Water Day, March 22. Ever since, "92 households, or nearly 400 people," have enjoyed running water at home, says Mounir Abbar, the project's technical manager.

and culture" association touches a fog fence in a hamlet on the outskirts of the

"Morocco has a lot of fog because of three phenomena: the presence of an anticyclone from the Azores (north Atlantic islands), a cold air current and a mountainous obstacle," Derhem says.

The mesh that traps water is "merely an imitation of nature," he adds, pointing out how spiders have always caught minute droplets of water in their webs.

"This is ecological and enables us to look after the regional water table, which we have been emptying away," Derhem says.

The scheme will be extended to other villages and, in time, advocates hope, to other parts of the country.

In the village of Douar Id Achour, residents are proud of their new taps, for good reason. Women and children used to spend an average of four hours a day on a round trip to a well, even longer in dry summer.

"I filled two 20-litre (5.3-gallon) containers four times a day," says Massouda Boukhalfa, 47. "But even those 160 litres wasn't enough for us, because we have cattle as well."

'Ready for export'

During droughts, water was carried in by tanker trunk. "That took a fortnight and cost 150 dirhams (13.7 euros), $15.6) for 5,000 litres on average," young resident Houcine Soussane recalls.

According to Dar Si Hmad, 7,000 litres of fog water cost three times less than before, even with a fee of 20 dirhams to each household for the right to a counter.

Villagers today have more time to collect the nutty fruit of argan trees and extract its prized and potentially lucrative oil, used in cooking, skin care and easing arthritis. Reputed as an anti-ageing product, argan oil has been taken up abroad as an ingredient in high-end cosmetics.

"Our women and daughters no longer wear themselves out. They go to school and are safe," 54 year-old villager Lahcen Hammou Ali sums up. "With the time saved, we can pay for water all year by producing a bottle of argan oil."

DSH next wants to supply fog water to as many villages as possible in the area. It also plans to replace mesh in the panels with a new variety that can resist wind speeds of 120 kilometres per hour (75 mph).

The panels were perfected on Moroccan soil with help from the German charity Wasserstiftung, and successfully passed the testing phase.

"The nets are now ready for export to other towns in Morocco, in all the mountainous regions and along the seafront," Derham says, hopeful they can be deployed in all highland areas where fogbanks are frequent.
